LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION February 28, 2011 TO: Honorable Florence Shapiro, Chair, Senate Committee on Education FROM: John S O'Brien, Director, Legislative Budget Board IN RE:SB140 by Shapiro (Relating to minimum public school attendance for class credit or a grade.), As Introduced No fiscal implication to the State is anticipated. Local Government Impact The bill would expand the current prohibition relating to the minimum attendance necessary for the award of credit for a course to include students in any grade level kindergarten through grade 12. The bill would also expand the minimum attendance prohibition to include grades awarded for courses. The bill would extend current mechanisms available for a student to obtain credit lost through lack of attendance to include grades lost under the same prohibition. The expansion of the prohibition could potentially increase the number of plans to be approved by principals and the number of petitions to be heard by attendance committees and boards of trustees. Administrative costs would be anticipated to vary widely among school districts depending upon the number of students affected by the expansion.
