The bill would amend Election Code relating to the mailing of notices, decisions, and reports by the Texas Ethics Commission.  The bill would allow the Texas Ethics Commission to mail the 30-day late notification letters issued for late campaign finance reports by certified rather than by registered mail, and would also allow the commission to send the additional or follow-up notices, decisions, and reports concerning processing of sworn complaints by regular mail or e-mail.   The Texas Ethics Commission estimates savings of approximately $9.00 per letter by mailing notification letters by certified mail instead of registered mail, which is currently required.  The bill would take effect September 1, 2011. Local Government Impact No fiscal implication to units of local government is anticipated.
