The bill would amend Election Code relating to the contents of reports of political contributions and expenditures. Specifically, the bill would require the reporting of: (a) political contributions on hand or maintained in one or more accounts; (b) any interest earned on a political contribution, any proceeds of the sale of an asset or investment purchased with a political contribution, and any other gain received from a political contribution; and (c) the full name and address of each person from whom these political contributions are received, the date they were received, and the purpose for which the amount was received. Additionally, the bill would require the reporting of a purchase of an asset or investment with money received as a political contribution. Finally, the bill would also amend Section 254.0611(a) of the Election Code by eliminating the requirement that a report filed by a candidate for a judicial office include the total amount of political contributions maintained in one or more accounts in which political contributions are deposited. It is anticipated that any additional costs associated with implementation of the legislation could be absorbed within existing resources. The bill would take effect September 1, 2011. Local Government Impact No fiscal implication to units of local government is anticipated.
