The bill would require larger, urban community college districts to adopt a policy to increase contracting with historically underutilized businesses. It would require each affected district to report in a newspaper of general circulation the total number and value of contracts awarded by the district in the preceding fiscal year and the number and value of those contracts awarded to historically underutilized businesses. The bill also stipulates a framework for the purchasing and contracting practices of public community colleges.
