The bill would amend the Local Government Code to authorize a public entity to be added or removed from participating in a public utility agency. Under current statute, the public entities that create a public utility agency may by concurrent ordinances re-create the agency by adding or deleting, or both, a public entity. A public entity that chooses to be added to a public utility agency would be required to follow established guidelines for the creation of an agency as defined by the provisions of the bill.
