The bill would require school districts to offer an English Language Learner's (ELL) program in lieu of an English as a Second Language (ESL) program in grades 9 through 12 and would stipulate requirements for certain campuses with unsatisfactory performance related to the instruction of English language learners. No significant fiscal impact to the state is anticipated. Local Government Impact The Texas Education Agency indicates that districts could incur administrative costs to establish secondary-level ELL programs including providing for specialized instruction and placement procedures and ensuring that instructors, administrators, and subject-area teachers meet the certification and training requirements to comply with the provisions of this bill. Costs are estimated to vary among school districts and may be significant.
