The bill would amend the Utilities Code to allow for the approval of a tariff or rate schedule in which a nonfuel rate may be periodically adjusted based on changes in the utilitys investment. The bill would require the Public Utility Commission to adopt rules to implement the provisions of the bill. Based on the analysis of the Public Utility Commission it is assumed that responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
