RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 521.059, Transportation Code, by adding Subsection (d), as follows: (d) Authorizes the Department of Public Safety of the State of Texas to use the image verification system established under this section to ensure that the applicant is not a fugitive from justice, as defined by Section 38.01 (Definitions), Penal Code. SECTION 2. Effective date: September 1, 2011.
