                    BILL ANALYSIS             S.B. 1739     By: Davis     Defense & Veterans' Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Texas Veterans Commission fund for veterans' assistance is a special fund in the state treasury outside the general revenue fund and is a program that currently makes grants to certain eligible entities that provide certain services to Texas veterans and their families.   S.B. 1739 seeks to ensure that the money in the veterans' assistance fund is appropriated only to the Texas Veterans Commission for grants that address veterans' needs and for administrative purposes.        RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 1739 amends the Government Code to remove enhancing or improving veterans' assistance programs, including veterans' representation and counseling, from the purposes for which money appropriated to the Texas Veterans Commission fund for veterans' assistance may be used.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
