The bill would make certain non-confidential governmental records exempted from public disclosure public on or after the 75th anniversary of the date the information was created. The bill would amend the Local Government Code and Occupations Code to include in this category a birth record maintained by a local registrar and medical records at least 75 years old that are requested for historical purposes. Currently, medical records at least 100 years old are excepted. This analysis assumes that any costs associated with implementing the bill's provisions could be met with existing resources. The bill would take effect September 1, 2011. Local Government Impact No significant fiscal implication to units of local government is anticipated.
