The monument will honor historical contributions of African Americans to the State of Texas. This bill expands authorization of the State Preservation Board to provide a broader representation of African Americans in the State of Texas. As proposed, S.B. 1928 amends current law relating to an African American Texans memorial monument on the Capitol grounds. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Chapter 443, Government Code, by adding Section 443.01526, as follows: Sec. 443.01526. AFRICAN AMERICAN TEXANS MONUMENT. Requires the State Preservation Board to establish an African American Texans memorial monument on the State Capitol grounds that pays tribute to the contributions of African Americans to the State of Texas. SECTION 2. Amends Section 443.0152(a-1), Government Code, to prohibit additional monuments, except as provided by Sections 443.01525 (Tejano Memorial Monument) and 443.01526, rather than Sections 443.01525 and 448.034 (Location of Monument), after September 1, 2009, from being placed on the historic grounds of the Capitol. SECTION 3. Repealer: Chapter 448 (Texas Emancipation Juneteenth Cultural and Historical Commission), Government Code. SECTION 4. Effective date: September 1, 2011. EFFECTIVE DATE September 1, 2011.
