       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The Texas Holocaust and Genocide Commission (THGC) consists of 15 commissioners, three ex officio members, and one half-time staff person.    The Texas Historical Commission, to which the THGC is administratively attached, has been given the authority in Section 442.005, Government Code, to seek matching grants and affiliate with a nonprofit organization S.B. 247 would give the THGC the authority to provide matching grants and affiliate with a nonprofit organization.    As proposed, S.B. 247 amends current law relating to the authority of the Texas Holocaust and Genocide Commission to participate in the establishment and operation of an affiliated nonprofit organization and provide grants.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 449.052, Government Code, by adding Subsection (e) to authorize the Texas Holocaust and Genocide Commission (commission) to provide matching grants to assist in the implementation of the commission's goals and objectives.   SECTION 2. Amends Section 449.053(a), Government Code, to authorize the commission to participate in the establishment and operation of an affiliated nonprofit organization whose purpose is to raise funds for or provide services or other benefits to the commission.    SECTION 3. Effective date: upon passage or September 1, 2011.
