The bill would make certain fellows eligible to participate in group health insurance programs at public institutions of higher education. While the provisions of the bill would require the fellows pay all the coverage costs, presumably including monthly premiums, it would also authorize institutions to contribute toward the eligible fellows' coverage costs from funds other than General Revenue.
