                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 25, 2011      TO: Honorable David Dewhurst, Lieutenant Governor, Senate      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:SB313 by Seliger (Relating to priority groundwater management areas.), As Passed 2nd House    No significant fiscal implication to the State is anticipated.  The bill would make changes to procedures relating to the creation and expansion of priority groundwater management areas and groundwater conservation districts and the evaluation of critical groundwater problems by the Texas Commission on Environmental Quality and the Texas Water Development Board (TWDB).    Although there could be some costs to the TCEQ and TWDB in implementing the provisions of the bill, any additional costs to the agencies are not expected to be significant.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
