                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 22, 2011      TO: Honorable Allan Ritter, Chair, House Committee on Natural Resources      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:SB408 by Estes (Relating to inspection of and the operation of watercraft on the John Graves Scenic Riverway.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would change the timing for taking the two required water quality samples and conducting the two required surface visual inspections in the John Graves Scenic Riverway from summer and winter to spring and fall of each year. The bill also would require that the TCEQ prohibit by rule the commercial or recreational use of boats or other crafts that use an aircraft-type propeller for propulsion on the waters of the John Graves Scenic Riverway.  Exceptions to the prohibition would allow for use of these boats or crafts for conducting the required visual water quality inspections and for law enforcement purposes. No significant fiscal impact to the state is expected as a result of the bill's passage.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
