                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 10, 2011      TO: Honorable Troy Fraser, Chair, Senate Committee on Natural Resources      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:SB430 by Nichols (Relating to written notice to a groundwater conservation district of groundwater contamination.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would add groundwater conservation districts to the list of entities the Texas Commission on Environmental Quality (TCEQ) must notify within 30 days after the agency's executive director confirms that usable groundwater has been or is being contaminated, and that as a result of this contamination, a potential public health hazard exists, if the contamination has occurred or is occurring in the jurisdiction of the district.  The TCEQ reports that the agency has already adopted the policy of including Groundwater Conservation Districts in notices affected by the bill. Therefore, the bill's passage is not expected to have a significant impact on the agency.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
