The bill would amend portions of the Parks and Wildlife Code to allow the issuance of an annual permit for the management of wild mule deer. The bill would provide the cost of the new permit fee would not exceed $1,000. The holder of such a permit must submit a deer management plan annually, which must include certain information required by the Texas Parks and Wildlife Department (TPWD). TPWD would issue permits subject to certain conditions, including the number of deer killed by a single person, the number and type of deer killed under the permit, and the number, type, and duration of deer detained for propagation. Penalties for violations of bill provisions range from a Class C Parks and Wildlife Code misdemeanor to a Class A misdemeanor. TPWD estimates that there will be approximately five new permits sold each year at $1000 per permit. Accordingly, TPWD estimates an increase in revenue of approximately $5,000 per fiscal year deposited to the credit of the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9. The bill would take immediate effect if the bill receives two-thirds the vote of all members in both houses. Otherwise, the bill would take effect September 1, 2011.
