The bill would amend the Human Resources Code to require the Department of Aging and Disability Services (DADS) and the Health and Human Services Commission (HHSC) to explore the development of uniform licensing and contracting standards that would apply to all contracts for the delivery of services provided through Medicaid 1915(c) long-term care waiver programs.  The bill would also amend the Human Resources Code to require DADS to perform utilization review of services in all Medicaid 1915(c) long-term care waiver programs. According to DADS and HHSC, the provisions of the bill have no fiscal implication to the State. The bill would be effective September 1, 2011. Local Government Impact No fiscal implication to units of local government is anticipated.
