The bill would amend the Water Code to grant the executive administrator of a groundwater conservation district the authority to determine the amount of water that may be produced on an average annual basis to achieve desired future conditions as established in a management plan. The bill also would instruct a groundwater conservation district to base permitting practices on the executive directors model and analysis of current and future groundwater availability.
