Such oversight committees may be composed of members of the legislature as well as relevant industry or agency representatives and may have certain meeting and reporting requirements. Interested parties contend that certain oversight committees have become obsolete. S.B. 781 seeks to address this issue by establishing provisions relating to the repeal of certain legislative oversight committees. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS S.B. 781 repeals the following provisions: Chapter 1801, Insurance Code, providing for the property and casualty insurance legislative oversight committee Section 39.907, Utilities Code, providing for the electric utility restructuring legislative oversight committee Subchapter F, Chapter 65, Utilities Code, providing for the telecommunications competitiveness legislative oversight committee Section 3.01, Chapter 626, Acts of the 73rd Legislature, Regular Session, 1993, providing for the Edwards Aquifer Legislative Oversight Committee EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2011.
