Kolkhorst, Chair, House Committee on Public Health FROM: John S O'Brien, Director, Legislative Budget Board IN RE:SB80 by Nelson (Relating to public health laboratories administered by the Department of State Health Services.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would require the Department of State Health Services (DSHS) to implement the State Auditor's Office (SAO) recommendations outlined in the SAO's 2010 report, "An Audit Report on the Department of State Health Services Public Health Laboratories." DSHS would be required to submit a progress report to the Governor, the Lieutenant Governor, the Speaker of the House of Representatives, and the Legislature by September 1, 2012. According to DSHS, the agency is implementing the responses to the audit findings within existing staffing and funding resources. The bill would take effect immediately if it receives a vote of two-thirds of all members; otherwise, the bill would take effect September 1, 2011.
