LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION April 26, 2011 TO: Honorable Tommy Williams, Chair, Senate Committee on Transportation & Homeland Security FROM: John S O'Brien, Director, Legislative Budget Board IN RE:SB921 by Deuell (Relating to regulation of traffic in a conservation and reclamation district by a commissioners court.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Government Code to authorize the commissioners court of a county to enter into an interlocal agreement with the board of a conservation and reclamation district to regulate traffic on a public road owned, operated and maintained by the district. The bill would amend the Transportation Code to authorize a commissioners court to adopt regulations establishing a system of traffic control devices in restricted zones on property abutting a public road owned by a conservation and reclamation district if a prior interlocal agreement is currently established. Local Government Impact It is assumed that a commissioners court would enter into an interlocal contract with the board of a district to apply and adopt traffic regulations only if sufficient funds were available or the contract would not result in a negative fiscal impact to the county. Therefore, no significant fiscal implication to units of local government is anticipated.
