                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 4, 2011      TO: Honorable John Carona, Chair, Senate Committee on Business & Commerce      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:SB924 by Carona (Relating to energy efficiency reports by municipally owned utilities and electric cooperatives.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill requires municipally owned utilities to report annually to the State Energy Conservation Office (SECO) the combined effects of the energy efficiency activities of the utility from the previous calendar year, including the utility's annual goals, programs enacted to achieve those goals, and any achieved energy demand or savings goals. The bill also requires SECO to provide these reports to the Texas Engineering Experiment Station's Energy Systems Laboratory (ESL) to calculate the amount of energy savings achieved as a result of the implementation of the energy efficiency programs.   The bill finally requires the ESL to report the total savings for all municipally owned utilities to the PUC, ERCOT, EPA and TCEQ. Local Government Impact No significant fiscal implication to units of local government is anticipated.
