The bill would require municipally owned utilities to report annually to the State Energy Conservation Office (SECO) the combined effects of the energy efficiency activities of the utility from the previous calendar year, including the utility's annual goals, programs enacted to achieve those goals, and any achieved energy demand or savings goals. The bill would require SECO to provide these reports to the Texas Engineering Experiment Station's Energy Systems Laboratory (ESL) to calculate the amount of energy savings achieved as a result of the implementation of the energy efficiency programs. The bill would require the ESL to report the total savings for all municipally owned utilities to the PUC, ERCOT, EPA and TCEQ. The bill would amend the Government Code to allow public service providers to enter into a contract for an emergency notification system to inform the providers customers, governmental agencies, and other affected persons with messages related to disasters or emergencies. The bill includes provisions detailing the necessary elements of the emergency notification system. The bill would take effect immediately upon a two-thirds vote of the members in each house. Otherwise, the bill would take effect September 1, 2011. Local Government Impact No significant fiscal implication to units of local government is anticipated.
