The bill would amend the Transportation Code to authorize the Texas Department of Transportation(TxDOT) to use alternative tolling methods, such as video tolling, to permit the registered owner of avehicle to pay a toll at a date later than the time the vehicle is driven or towed through a toll collectionfacility. The bill would authorize TxDOT to use automated enforcement technology to identify theregistered owner of the vehicle for purposes of billing, collection, and enforcement activities. The billwould establish billing notification requirements for TxDOT. The bill would authorize TxDOT to impose a single administrative fee for multiple events of nonpayment of a toll instead of a separate fee for each occurance. The bill would authorize TxDOT, at the closure of an electronic toll collection customer account and at the request of the account holder, to refund the balance of funds in the account after satisfaction of any outstanding tolls and fees. The bill would allow TxDOT to enter into an agreement with a governmental or private entity for the use of TxDOT-issued transponders and corresponding customer accounts to pay for parking services offered by the entity. Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
