The cost to the state for publication of the resolution is $105,495. The resolution would propose a constitutional amendment to Article VIII of the Texas Constitution to specify that the revenue collected by a public entity from a tolled highway project other than an international bridge that is not dedicated to the repayment of the project's debt may be used only for the acquisition, construction, operation, maintenance, or improvement of transportation projects. The proposed amendment would be submitted to voters at an election to be held November 8, 2011. Based on the analysis of the Texas Department of Transportation, it is assumed the provisions of the proposed constitutional amendment would not result in a significant fiscal impact to the state.
