                    SENATE RESOLUTION NO. 1226
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize Rudy Villarreal, who is retiring as mayor after 32
 years of exceptional public service to the people of Alamo; and
 WHEREAS, A native of Alamo, Mayor Villarreal attended
 schools in the Pharr-San Juan-Alamo Independent School District
 and earned varsity letters in football and track; he married
 Oralia Torres Villarreal in 1956, and together, the couple raised
 eight children; and
 WHEREAS, He served with honor and distinction for 23 years
 in the United States Navy, serving during both the Korean War and
 the Vietnam War; he earned numerous citations and medals during
 his military service, including the Korean Service Medal and the
 Vietnam Campaign Medal; and
 WHEREAS, Following his military service, he returned to his
 hometown to begin a career in public service; he was first appointed
 to the Alamo Housing Authority and then to the Planning and Zoning
 Commission before gaining elective office as mayor in 1983; and
 WHEREAS, He served as mayor until 1991, and he also served
 as city manager; he was elected as a city commissioner in 1992,
 and in 1995 he was reelected as mayor; he has fulfilled the duties
 of that office with honor and distinction since that time; and
 WHEREAS, During his tenure as a city leader, Alamo's
 population has more than tripled, and he played an important role
 in bringing a wide array of businesses to the city and in taking
 the city's budget from a deficit to a sizeable surplus; his
 efforts have been invaluable in making Alamo an exceptional place
 in which to live, work, and raise a family; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 82nd
 Legislature, hereby commend Rudy Villarreal on his outstanding
 service to the people of Alamo and extend to him best wishes for
 continued success in all his future endeavors; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 him as an expression of esteem from the Texas Senate.
