 R E S O L U T I O N
 BE IT RESOLVED by the Senate of the State of Texas, 82nd
 Legislature, Regular Session, 2011, That Senate Rule 12.03 be
 suspended in part as provided by Senate Rule 12.08 to enable the
 conference committee appointed to resolve the differences on House
 Bill 90 (eligibility to obtain a driver's license and a study
 relating to the security and validity of driver's licenses and
 personal identification certificates) to consider and take action
 on the following matter:
 Senate Rule 12.03(4) is suspended to permit the committee to
 add text on a matter which is not included in either the house or
 senate version of the bill by adding the following new SECTIONS to
 the bill:
 SECTION 2.  Subchapter A, Chapter 521, Transportation Code,
 is amended by adding Section 521.007 to read as follows:
 Sec. 521.007.  SECURITY, VALIDITY, AND EFFICIENCY STUDY.
 (a)  Notwithstanding any other law, the Public Safety Commission
 shall study procedures and requirements necessary or advisable to
 ensure the security and validity of driver's licenses and personal
 identification certificates issued under this chapter.  The
 commission shall adopt rules to implement any procedures or
 requirements the commission finds are necessary or advisable.
 (b)  The study must include an analysis of potential cost
 savings, revenue issues, and other fiscal matters related to the
 issuance of a driver's license or personal identification
 certificate.
 (c)  Notwithstanding any other law, the commission by rule
 may specify the term of a driver's license or personal
 identification certificate issued under this chapter.
 SECTION 5.  (a)  Except as provided by Subsection (b) of
 this section, this Act takes effect September 1, 2011.
 (b)  Section 521.007, Transportation Code, as added by this
 Act, takes effect immediately if this Act receives a vote of
 two-thirds of all the members elected to each house, as provided by
 Section 39, Article III, Texas Constitution. If this Act does not
 receive the vote necessary for immediate effect, Section 521.007
 takes effect September 1, 2011.
 Explanation: This addition is necessary to provide for a
 study to ensure the security and validity of driver's licenses and
 personal identification certificates.
