No. 142 R E S O L U T I O N WHEREAS, Rodolfo Carlos Salinas, Jr., of Rio Grande City has distinguished himself through his service as an educator and as a community leader; and WHEREAS, Born in Rio Grande City, R. C. Salinas graduated from high school in Corpus Christi and earned a bachelor's degree in history and a master's degree in education administration from Texas A&M University; he began his 34-year career in education in his hometown in 1960, and he worked in a number of capacities over the following decades, teaching high school history, serving as a middle school principal, performing administrative work in the district's central office, and becoming a federal programs coordinator; he retired from the public schools in 1994; and WHEREAS, Mr. Salinas has taught in the Starr County juvenile detention facility for five years and also teaches children from Mexico to speak English; a Catholic deacon for more than three decades, he is presently assigned to Sacred Heart parish in Starr County and to the county's juvenile detention facility; in addition, he is involved in promoting tours of Rio Grande City and the surrounding area, and he has published articles in the Monitor, a Rio Grande Valley newspaper; in his spare time, he collects local stories and legends and loves to read, particularly history books; and WHEREAS, In all of his endeavors, Mr. Salinas enjoys the love and support of his wife, Sylvia, with whom he has shared 38 years, his two children, Dr. Dora Sylvia Salinas Garcia and her husband, Americo, and Juan Carlos Salinas, and his two grandchildren; and WHEREAS, R. C. Salinas has garnered the lasting respect and admiration of his fellow citizens through his commitment to education and to the young people of Starr County, and he is indeed deserving of special recognition; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature, 1st Called Session, hereby honor R. C. Salinas, Jr., for his contributions to his community and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Salinas as an expression of high regard by the Texas House of Representatives.
