No. 216 R E S O L U T I O N WHEREAS, Dr. Coy Holcombe, superintendent of the Eustace Independent School District, has been named the 2011 Regional Superintendent of the Year by the Region 7 Education Service Center; and WHEREAS, This well-deserved tribute honors a forward-thinking administrator who has improved instruction and fiscal management since joining Eustace ISD as superintendent in 2001; under his skillful guidance, the district completed a $13 million bond package for the addition of classrooms to each campus and the construction of a new competition gym and an athletic field house; he obtained significant private grants to increase the use of technology in the district, and each teacher, counselor, and administrator now receives a laptop computer; in 2010, Eustace ISD earned its first Exemplary rating from the Texas Education Agency, and three campuses were rated Exemplary; and WHEREAS, A graduate of Texas Tech University, Dr. Holcombe earned his master's degree in education administration from Tarleton State University and his doctorate in education from Baylor University; he has more than a quarter-century of experience in education, including 17 years in administration in the Eustace, Evant, Mart, and Groesbeck school districts; active in the wider community, he is a valued member of the First Baptist Church of Eustace, where he serves on the finance committee, and he volunteers as a coach for the Tri-County Soccer League and the Eustace All-Sports Association; and WHEREAS, Over the course of his notable career, Dr. Holcombe has distinguished himself as a dedicated, caring, and highly effective administrator, and his exceptional leadership in public education has greatly benefited many thousands of citizens of the Lone Star State; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature, 1st Called Session, hereby congratulate Dr. Coy Holcombe, superintendent of Eustace ISD, on his designation as 2011 Region 7 Superintendent of the Year and extend to him sincere best wishes for continued success in his important endeavors; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Holcombe as an expression of high regard by the Texas House of Representatives.
