 R E S O L U T I O N
 WHEREAS, Homero Juan Salmon is retiring as constable for
 Precinct 4 in Starr County in 2011, concluding a distinguished
 career with the county that has spanned more than a
 quarter-century; and
 WHEREAS, A native of Rio Grande City, Mr. Salmon took office
 as constable of Starr County Precinct 4 in 2001; he had first served
 the county as a veterans service officer from 1979 to 1987, and he
 then entered the police academy; after joining the sheriff's
 department, he served as a patrol officer and worked in criminal
 investigations and on the narcotics task force, rising to the rank
 of captain; wounded in the line of duty, he became the only Starr
 County law enforcement officer to receive the State of Texas Medal
 of Valor; in addition, he has served as president of the board of
 the Starr County Airport; and
 WHEREAS, Mr. Salmon graduated from Rio Grande City High
 School in 1954 and attended Florida State University-Panama while
 serving his country in the United States Air Force; over the course
 of a 20-year military career, he served in Europe, the Far East, the
 Middle East, and the Pacific region; his numerous decorations
 include the Vietnam Gallantry Cross, the Vietnam Campaign Medal,
 and Meritorious Service Medals for his service in Panama and
 Southeast Asia; and
 WHEREAS, In all his endeavors, Mr. Salmon enjoys the support
 and encouragement of his wife, Esther, and his children, Homero,
 Julie, Thelma, and Roseana, and he is the proud grandfather of six;
 and
 WHEREAS, Homero Salmon has greatly benefited his fellow
 citizens through his devotion to duty and commitment to excellence,
 and he may indeed reflect with pride on his immeasurable
 contributions to Starr County and this state and nation; now,
 therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature, 1st Called Session, hereby congratulate Homero Juan
 Salmon on his retirement as Starr County constable and extend to him
 sincere best wishes for the future; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Salmon as an expression of high regard by the Texas
 House of Representatives.
