                    SENATE RESOLUTION NO. 27
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize G. Stephen Howerton for his 30 years of outstanding
 service as the city manager of Ennis; and
 WHEREAS, Steve Howerton has more than 36 years of
 successful private and public sector management experience; he
 is celebrating his 30th anniversary as manager of the City of
 Ennis on June 29, 2011; and
 WHEREAS, As the Ennis city manager, Mr. Howerton is well
 known for effectively coordinating the goals and activities of
 the various city departments; the city is organized into 12
 departments, and there are 180 city employees; and
 WHEREAS,
 WHEREAS, He has worked with the administrations of six
 different mayors, and he has handled the far-reaching
 responsibilities of a city manager's position with exceptional
 skill and dedication; he has overseen the construction of
 numerous projects, including the Ennis Regional Hospital, the
 Ennis Public Library, Bluebonnet Park, and the Ennis Public Works
 Complex; and
 WHEREAS, Mr. Howerton has also overseen the expansion of
 the water and wastewater plants and the Ennis Airport on numerous
 occasions; he played a significant role in several major economic
 development projects, including the recruitment of the $8.3
 billion Superconducting Super Collider Project and a $150
 million power plant; and
 WHEREAS, A highly respected civic leader, he has
 contributed significantly to the harmony and progress of a
 growing city for three decades, and he has been instrumental in
 the city's achievement of designation as an official Texas Main
 Street Community and as a Texas Certified City for Economic
 Leadership; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 82nd
 Legislature, 1st Called Session, hereby commend G. Stephen
 Howerton for his 30 years of outstanding leadership as manager of
 the City of Ennis and extend to him best wishes for the future;
 and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 him as an expression of esteem from the Texas Senate.
