                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 12, 2013      TO: Honorable Dan Branch, Chair, House Committee On Higher Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1004 by Gonzales, Larry (Relating to an electronic system adopted and maintained by public institutions of higher education to employ a person to track the academic progress of military veterans or their family members receiving student financial assistance.), As Introduced    No significant fiscal implication to the State is anticipated.  Under provisions of the bill, each institution of higher education is required to have one or more persons employed by the institution trained in tracking, through an electronic auditing system, the academic progress of veterans and family members receiving student financial assistance. Each institution is required to adopt and maintain an electronic auditing system to verify the enrollment and completion of courses that count toward the degree plan for veterans and family members receiving student financial assistance. Each public institution must implement the electronic auditing system beginning with the 2014 fall semester.  Institutions of higher education will implement provisions of the bill within existing resources.  Local Government Impact No fiscal implication to units of local government is anticipated.
