                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            May 14, 2013      TO: Honorable Joe Straus, Speaker of the House, House of Representatives      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1106 by Larson (Relating to the identification and operation of vessels in the waters of this state; authorizing a change in fees. ), As Passed 2nd House    No significant fiscal implication to the State is anticipated.  The bill would amend portions of the Parks and Wildlife Code relating to the ownership records, certificate of title, identification, and operation of vessels in the waters of Texas. Under bill provisions, the owner of a vessel that does not have a manufacturer's hull ID number, or an altered, defaced, or mutilated number may file an application for an ID number. The bill would provide no person may operate a vessel 16 feet or longer unless the vessel is equipped with visible distress signals, as described. No significant fiscal implication to the department as a result of bill provisions is anticipated. The bill would be effective September 1, 2013.
