                    BILL ANALYSIS             H.B. 1114     By: Raney     Judiciary & Civil Jurisprudence     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Current law grants the County Court of Brazos County the general jurisdiction of a probate court and juvenile jurisdiction but prevents the court from having jurisdiction over other civil or criminal cases. Knowledgeable parties contend that this restriction is no longer necessary. H.B. 1114 seeks to restore the jurisdiction of the County Court of Brazos County so that the court has the jurisdiction generally granted to a constitutional county court.        RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1114 repeals Section 26.121, Government Code, granting the County Court of Brazos County the general jurisdiction of a probate court and juvenile jurisdiction but no other civil or criminal jurisdiction.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
