King, Chair, House Committee On Agriculture & Livestock      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1135 by Villarreal (Relating to the establishment of the Texas Native Seeds Committee.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Agriculture Code relating to the establishment of the Texas Native Seeds Committee. The bill would designate a 12 member committee to develop a 10 year master plan to increase the production of native seeds and the use of native seeds in restoration projects on public lands. The Department of Agriculture as well as the Texas Parks and Wildlife Department indicated the bill could result in minimal costs to both agencies. This estimate assumes the agencies could absorb the responsibilities within existing resources and no significant fiscal impact to the state is anticipated.The bill would take effect immediately if it receives a two-thirds vote in both houses, otherwise the bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
