King, Chair, House Committee on Agriculture & Livestock      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1135 by Villarreal (Relating to a study conducted by the Texas Department of Transportation regarding the production of and use of native seeds.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would require the Texas Department of Transportation (TxDOT) to conduct a study regarding the use of native seeds in projects related to land restoration and soil stabilization by TxDOT and its contractors and report the results of the study no later than December 1, 2014. The bill would require TxDOT to maintain a five-year forecast of its future needs for native seeds. Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
