Local Government Impact Under the provisions of the bill, a gas or electric utility would not be required to reimburse a municipality for the cost of ratemaking proceedings if the utility is required to pay a rate higher than prescribed by Section 33.008, Utilities Code, or if the municipality has not paid the ratemaking expenses and assumed by ordnance the obligation to pay the fees. According to Texas Municipal League, costs to municipalities will vary but may be significant in some cases.
