                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 5, 2013      TO: Honorable Byron Cook, Chair, House Committee On State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1149 by Harless (Relating to the establishment of integrated rate areas subject to the original jurisdiction of the Railroad Commission of Texas.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would provide for a gas utility to identify and establish an integrated rate area that includes one or more municipalities and related unincorporated areas over which the Railroad Commission has exclusive original jurisdiction. The integrated rate area would be established on the date the gas utility files notice of the area's establishment with the Railroad Commission. The notice would be required to define the boundaries of the integrated rate area and identify each municipality included in the area. The gas utility would be required to deliver a copy of the notice to each municipality included in the area.  None of the bill's provisions are expected to result in significant administrative costs to the Railroad Commission.
