The bill would amend the Family Code to expand the list of individuals permitted to file a suit affecting the parent-child relationship under certain conditions. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, otherwise the bill would take effect September 1, 2013. The Department of Family and Protective Services does not anticipate any significant fiscal impact as a result of complying with the provisions of the bill.
