The bill would amend Chapter 222 of the Transportation Code to authorize the governing bodies of two or more local governments that have designated a transportation reinvestment zone (TRZ) to enter into an agreement to jointly administer the TRZ and establish a joint tax increment account. A local government may designate a TRZ for a transportation project located outside the local governments boundaries if certain criteria is met as defined by the provisions of the bill. Based on the information provided by the Comptroller of Public Accounts and the Texas Department of Transportation, it is assumed the provisions of the bill would not result in a fiscal impact to the state. Local Government Impact There could be additional revenue for municipalities and counties to use toward state highway projects; however, the amounts would vary depending on whether a tax increment account is established, and the number and cost of highway projects.
