Dutton, Jr., Chair, House Committee On Urban Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1299 by Stickland (Relating to municipal regulation of electric stun guns, knives, and personal defense sprays.), As Introduced    No fiscal implication to the State is anticipated.  The bill would add Section 229.005 to the Local Government Code to prohibit a municipality from adopting or enforcing an ordinance or other regulation relating to the private ownership, keeping, carrying transporting, licensing, or registration of an electric stun gun, a knife, or a personal defense spray. The bill would provide certain exceptions under the Penal Code, or for restricted areas as defined by the provisions of the bill.
