The bill would amend the Health and Safety Code as it relates to the designation of certain synthetic compounds to Penalty Group 2 or 2-A of the Texas Controlled Substances Act. This analysis assumes the Department of Public Safety could implement the provisions of the bill within existing appropriations. For this analysis, it is assumed the number of offenders convicted under these statutes would not result in a significant impact on the programs and workload of State corrections agencies or on the demand for resources and services of those agencies.
