                    BILL ANALYSIS             H.B. 1364     By: Lucio III     Urban Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Only fire departments in municipalities with a certain population are currently allowed to recognize themselves as the sole and exclusive bargaining agent for firefighters in the municipality. H.B. 1364 seeks to extend this authorization to additional municipalities.        RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1364 amends the Local Government Code to decrease from 50,000 to 10,000 the minimum population threshold for the applicability of statutory provisions relating to the local control of firefighter employment matters in certain municipalities.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
