       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Interested parties note that in some cases companies or individuals are sometimes prevented from donating labor, money, or other property to a county for use in improvement of county roads because the county lacks the authority to receive such donations. Not all counties have express authority to accept such donations.    H.B. 1384 amends current law relating to the authority of a county road department to accept donations.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Subchapter D, Chapter 252, Transportation Code, by adding Section 252.314, as follows:   Sec. 252.314. DONATIONS. Authorizes a commissioners court to accept donations of labor, money, or other property to aid in the building or maintaining of roads in the county.   SECTION 2. Effective date: upon passage or September 1, 2013.
