                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            February 19, 2013      TO: Honorable Byron Cook, Chair, House Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB142 by Raymond (Relating to a prohibition against human cloning and regulating other uses of human tissue by institutions of higher education; providing penalties.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would prohibit an institution of higher education from engaging in or attempting to engage in human cloning and regulate the use of oocytes in nuclear transplantation research. Any costs to institutions of higher education and the Office of Attorney General associated with complying with provisions of the bill would be implemented within existing resources.  Local Government Impact No fiscal implication to units of local government is anticipated.
