 A BILL TO BE ENTITLED
 AN ACT
 relating to the donation of surplus real property by certain
 municipalities.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 253.013(a), Local Government Code, is
 amended to read as follows:
 (a)  This section applies only to:
 (1)  a municipality with a population greater than
 150,000 and less than 200,000 that is located in three counties; and
 (2)  a municipality with a population greater than
 65,000 and less than 90,000 that is located in a county in which
 part but not all of a military installation is located.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2013.
