                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION            March 21, 2013      TO: Honorable Geanie Morrison, Chair, House Committee On Elections      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1560 by Klick (Relating to the offense of paying or receiving certain forms of compensation for assisting voters who vote early by mail; providing criminal penalties.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Election Code to prohibit a person from paying or receiving compensation for assisting voters based on the number of voters assisted or presenting another person with a quota of voters to be assisted. The bill would make these offenses a Class A misdemeanor. A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both. Local Government Impact Costs associated with enforcement, prosecution and confinement would vary by locality, but could likely be absorbed within existing resources.
