The bill would amend the Code of Criminal Procedure to require a court to consider certain factors when determining whether to grant a request for a reformation of the final judgment and a remittance, and would specify factors that a court may consider when determining the amount of remittance granted for a special bill of review. The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house. If the bill does not receive the votes required to pass, the bill would take effect September 1, 2013. Local Government Impact No significant fiscal implication to units of local government is anticipated.
