LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION March 25, 2013 TO: Honorable Larry Phillips, Chair, House Committee on Transportation FROM: Ursula Parks, Director, Legislative Budget Board IN RE:HB1678 by Frullo (Relating to the issuance of specialty license plates for surviving spouses of disabled veterans of the United States armed forces.), As Introduced No significant fiscal implication to the State is anticipated. The bill would amend the Transportation Code to authorize an eligible person to register one vehicle with a set of specialty license plates issued by the Department of Motor Vehicles (DMV) for surviving spouses of disabled veterans without payment of any fee other than the fee for the specialty plate. The bill would establish a fee of $3 for the first set of the specialty license plates and specify that there is no fee for each additional set of plates. There is no fee under current law for the Surviving Spouse Disabled Veteran specialty license plate, but applicants for the specialty plate must pay the vehicle registration fee to obtain the plate. Based on the information and analysis provided by the DMV, it is assumed implementation of the bill would not result in a significant impact to vehicle registration fee revenue and any additional costs or duties could be absorbed within the agencys existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
